一、項(xiàng)目概況
　　杭州錢江經(jīng)濟(jì)開發(fā)區(qū)位于浙江省杭州市北郊，西臨塘棲鎮(zhèn)，北靠京杭大運(yùn)河，東臨杭州市臨平副城，南臨寧橋大道，規(guī)劃面積23.8平方公里，是2006年4月經(jīng)國(guó)家發(fā)改委公告成立的浙江省省級(jí)開發(fā)區(qū)。為進(jìn)一步落實(shí)杭州市委市政府的要求，以建設(shè)新城和高檔次開發(fā)區(qū)為目標(biāo)，謀劃錢江開發(fā)區(qū)下一步的發(fā)展，對(duì)現(xiàn)有的規(guī)劃體系作出相應(yīng)的調(diào)整優(yōu)化和提升，將錢江經(jīng)濟(jì)開發(fā)區(qū)打造成“國(guó)際化高新創(chuàng)業(yè)基地、新興主導(dǎo)產(chǎn)業(yè)品牌園區(qū)，和諧宜居生態(tài)新城”，為杭州打造“與世界名城相媲美的生活品質(zhì)之城”作出應(yīng)有貢獻(xiàn)。杭州錢江經(jīng)濟(jì)開發(fā)區(qū)管理委員會(huì)特組織本次競(jìng)賽。

　　二、競(jìng)賽目的
　　通過本次概念（戰(zhàn)略）規(guī)劃國(guó)際競(jìng)賽，明確杭州錢江經(jīng)濟(jì)開發(fā)區(qū)發(fā)展思路和定位，為下一階段規(guī)劃建設(shè)實(shí)施提供技術(shù)支撐，并落實(shí)到法定規(guī)劃之中。

　　三、公告目的
　　征集參與杭州錢江經(jīng)濟(jì)開發(fā)區(qū)概念（戰(zhàn)略）規(guī)劃方案編制的設(shè)計(jì)機(jī)構(gòu)或設(shè)計(jì)聯(lián)合體。

　　四、參賽對(duì)象及要求
　　1、對(duì)象：國(guó)內(nèi)甲級(jí)、國(guó)際一流具較高知名度、實(shí)力強(qiáng)的設(shè)計(jì)機(jī)構(gòu)或設(shè)計(jì)聯(lián)合體參與競(jìng)賽。最終以邀請(qǐng)函形式確定10或10家以上單位參與競(jìng)賽。未入選單位恕不另行通知。
　　2、要求：凡有意參加競(jìng)賽的設(shè)計(jì)機(jī)構(gòu)或設(shè)計(jì)聯(lián)合體報(bào)名時(shí)必須填寫參賽確認(rèn)函并提供下列相關(guān)資料：
　?、旁O(shè)計(jì)單位簡(jiǎn)介
　?、瀑Y質(zhì)證明（企業(yè)法人營(yíng)業(yè)執(zhí)照副本和資質(zhì)證書復(fù)印件、法人代表證明書）
　?、窃O(shè)計(jì)單位承擔(dān)同類型規(guī)劃設(shè)計(jì)項(xiàng)目的業(yè)績(jī)、以往作品介紹
　　⑷要求參與本次活動(dòng)設(shè)計(jì)負(fù)責(zé)人必須是在參賽單位主持過多項(xiàng)同類型規(guī)劃及城市設(shè)計(jì)項(xiàng)目的人員擔(dān)任，設(shè)計(jì)負(fù)責(zé)人須直接主持設(shè)計(jì)全過程，并提供設(shè)計(jì)負(fù)責(zé)人的個(gè)人履歷、專業(yè)資格證書復(fù)印件及作品簡(jiǎn)介，聯(lián)系方法和常設(shè)辦公地址
　　⑸本次競(jìng)賽官方語(yǔ)言為中文，為保持參賽境外單位機(jī)構(gòu)項(xiàng)目組能對(duì)地域背景和相關(guān)要求的準(zhǔn)確理解，項(xiàng)目組中應(yīng)至少有一名通曉漢語(yǔ)的專業(yè)人士參加。
　　以上所要求的資格預(yù)審材料（須蓋章或簽字）應(yīng)按公告所要求之時(shí)間、地址以書面形式送達(dá)或郵寄(以當(dāng)?shù)剜]戳為準(zhǔn))、傳真至杭州錢江經(jīng)濟(jì)開發(fā)區(qū)管理委員會(huì)（參賽確認(rèn)函見附件）。

　　五、競(jìng)賽內(nèi)容
　　適合杭州錢江經(jīng)濟(jì)開發(fā)區(qū)規(guī)劃建設(shè)，具備操作性的、針對(duì)性、創(chuàng)意性、創(chuàng)新思路的城市定位、發(fā)展戰(zhàn)略、運(yùn)營(yíng)方式等概念（戰(zhàn)略）規(guī)劃方案。

　　六、評(píng)獎(jiǎng)
　　第一階段：
　　競(jìng)賽主辦單位從報(bào)名參加競(jìng)賽的單位中確定10家或10家以上單位進(jìn)入第一階段設(shè)計(jì)競(jìng)賽，將組織不少于7人的國(guó)內(nèi)城市規(guī)劃等多方面專家組成評(píng)審小組，對(duì)參賽方案進(jìn)行評(píng)審。從中評(píng)選出3~5個(gè)以上優(yōu)勝獎(jiǎng)單位進(jìn)入第二階段。
　　第二階段：
　　獲得優(yōu)勝獎(jiǎng)的單位根據(jù)上級(jí)部門要求和專家評(píng)審意見進(jìn)行深化設(shè)計(jì)。競(jìng)賽主辦單位將組織不少于7人的國(guó)內(nèi)城市規(guī)劃等方面專家組成評(píng)審小組對(duì)深化方案進(jìn)行評(píng)審，并投票表決深化方案的推薦排序，送杭州市委、市政府確定最終中選方案，中選方案再進(jìn)入最終設(shè)計(jì)。
　　參加第一階段競(jìng)賽的單位完成提交設(shè)計(jì)成果，經(jīng)專家評(píng)審符合競(jìng)賽文件及任務(wù)書要求的方案可獲酬金20萬(wàn)元人民幣；進(jìn)入第二階段，依據(jù)要求進(jìn)行深化完成設(shè)計(jì)的并經(jīng)采用的中選單位設(shè)計(jì)方案可獲酬金150萬(wàn)元人民幣；在中選方案基礎(chǔ)上進(jìn)行深化設(shè)計(jì)，完成最終設(shè)計(jì)的方案經(jīng)專家評(píng)審?fù)ㄟ^可再獲獎(jiǎng)金150萬(wàn)元人民幣。

　　Announcement
　　on the International Competition for Conceptual Masterminding of Hangzhou Qianjiang Economic Development Area, China
　　Project Overview
　　With a planned area of 23.8 square kilometers, Hangzhou Qianjiang Economic Development Area is located in the suburbs of Hangzhou city with Tangxi Town to the west, the Grand Canal to the north, Linping sub-city to the east, and Ningqiao Road to the south. It is approved to be provincial-level economic development zone by National Development & Reform Commission on April, 1996. In order to meet the request by Hangzhou Municipal Government for building Hangzhou Qianjiang Economic Development Area into a new town and high level economic development zone and make the next-stage development plan, the Management Committee Of Qianjiang Economic Development Area decides to organize this international competition to adjust, optimize and upgrade the existing conceptual masterminding with the purpose to build the Qiajiang Economic Development Area into “an international innovation base for high technology, a brand industrial park for new pillar industry and an ecological new town suitable for homonymous living”, contributing to the realization of the concept of “making Hangzhou into a city with high quality life, comparable to that of well-known city in the world”.

　　Competition Purpose
　　To define the development and positioning of the “Hangzhou Qianjiang Economic Development Area”and provide the technical support for next stage planning & construction in accordance with statutory planning.
　　Notification Purpose To select the designing institution or a union to take part in the mastermind planning of Hangzhou Qianjiang Economic Development Area.
　　Requirements for competitors:
　　Competitors: China’s first class designing institution or foreign well known designing institution ,or a union of them to participate. . Ten or above applicants will be recruited for this competition in form of invitation letter. The failures will not be notified in written form.
　　Requirements: The applicants should fill in the Competition Application Form and provide the following documents:
　　1) Brief introduction of Applicant
　　2) Qualification proofs (copy of business license of legal entity, qualification certification and copy of legal person certificate.)
　　3) Achievements or works of the same type of projects
　　4) The responsible person should be experienced and be personally in charge of same type of city designing & planning project. Information of the responsible person including the CV, qualification certificates, introduction of works, contact number, office address is requested.
　　5) The official language for this competition is Chinese. At least one professional understanding Chinese is requested in each competition group to make sure the correct comprehension of regional background and relevant requirements.
　　The above mentioned documents for pre-approval of qualifications (all need to be stamped or signed) should be in written form and delivered or mailed to the Management Committee of Hangzhou Qianjiang Economic Development Area according to the time and address as published. 　　Competition contents:
　　To select the most operatable, creative and targeted conceptual masterminding plan that best fits the positioning, development strategy and operation of Hangzhou Qianjiang Economic Development Area. .
　　Award appraisal
　　First stage:
　　The appraisal group consisting of at least 7 city planning experts from China will select 10 or above applicants to enter the first stage for designing competition. 3 to 5 best work awards will be granted for the first stage. The winners are qualified for the second stage competition.
　　The second stage:
　　The awarded competitors shall make the in depth designing based on the comments and requests from experts and relevant government body. The appraisal group consisting of more than 7 city planning experts from China makes the evaluation and vote for the ranks of all works. These works will be submitted to Hangzhou Municipal Government for final decision. The chosen plan will go into the process of final designing.
　　RMB200,000 will be granted to the plans which passed the assessment of experts for meeting the requirements of competition for the first stage. RMB1,500,000 will be granted to the selected and adopted in-depth designing plans designed as requested for the second stage. RMB1, 500,000 will be granted to the plan which completes the final designing and passed the expert’s assessment.
